Bud, Not Buddy

When Bud is in the library and asks for Miss Hill, another librarian says, "Havent you heard?" That triggers one of the "worst" of bud Caldwell's Rules and Things. How do Bud's expectations work to build suspense? What is the twist in this instance

The words "haven't you heard" leave Bud thinking that Miss Hill is dead, as the answer to this question always seems "to do with someone kicking the bucket."

The twist is.... Miss Hill is getting married, good news, not bad news.
