Why do you think Turkey nippers and ginger nut are introduced to the reader before bartleby

I think that Melville wanted to introduce his setting before he gets into his main character or plot. Melville introduces the respective qualities of the narrator, the clerks and finally Bartleby. Once the scene, characters, mood and tone are established, the conflict with Bartleby becomes more understandable.
