Why does the narrator say he didn't ask the little seamstress if she wanted to be a teanage mother

The narrator doesn't ask because the law prohibits women from having children outside of wedlock (it also says you have to be 25 to get married). Abortion isn't an option either because it is illegal also. It was a tough situation that he couldn't fix.
