How is Their Chance of Returning 'three in a thousand?'

I don't really understand - I thought they can be released from re-education within 3-4 years.

Do Luo and the narrator have different cases?

Why didn't they escape re-education?

As weeks go by, the narrator and Luo become depressed. Because their parents are well-known ‘class enemies,’ the boys will probably never be allowed to leave the village. The narrator explains that the chances of a young man leaving re-education are three in a thousand.
