I think that Oliver is certainly envious of his brother's virtues. Oralando is well liked, truthful, fair, moral....I suppose Orlando too is envious that his big brother has so much power simply by birthright. Oliver loses his faithful servant Adam to his much nicer Orlando. Orlando marvels almost envies at Adam's sense of loyalty to him. He sees nothing of that in his relationship with his own brother.
