What does Aristotle say the student of politics must understand in Chapter 13 of Book I?

Aristotle says that the student of politics must study the human soul—that is, she must have an account of who human beings are before she can understand how to organize society. This is because, as is clear in the beginning of Book I, Aristotle’s understanding of politics is about the goods we share in common as human beings.
