In G.K. Chesterton's "The Maniac," what do people need (any age) to see the world more completely?

In Chesterton's essay "The Maniac," what do people need to see the world more completely, more clearly? I can't figure out if they need to be the madman, the lunatic, or whatever. The essay confuses me and I can't figure it out.
