Why wasn’t Luther’s pecca fortiter an example of cheap grace according to Bonhoeffer?

If one assumes that pecca fortiter is a premise of the doctrine of justification by grace alone, then it is cheap grace indeed. However, if taken as the conclusion of a lived life of discipleship, then it represents the intense honesty of a man struggling to be a true disciple.
