In “Harrison Bergeron” by Kurt Vonnegut Jr. who is running the government?

Harrison Bergeron lives in a society in which the government is not really identified; however, we realize that the lives of the people are controlled by the Handicapper General who makes sure that everyone is equal by making sure that their handicap makes them all equal. Further, this handicapping takes away any good feeling or any beauty or appreciation that might differentiate them from the people around them.
