The sea reflects the speaker's dark and stormy thoughts. THe natural world personifies the speaker's mind. The speaker continues to be depressed, even in the spring. This signifies another journey. Here we have to consider the juxtaposition of the speakers mind and the natural world. Both seem to affect each other.
