What is the council’s reaction to the narrator’s invention? Why is it ironic?

The Council is afraid of Equalities invention, but yet they're also impressed. None-the-less, the fact that he created it alone makes it against the rules.... illegal if you will. This is ironic because the Council claims everyone in society has equal status, and yet one of the members responds, "How dared you, gutter cleaner."
