Why did Marilla decide to keep Anne and what stipulation did she put on Matthew?

Mrs. Peter Blewett, wants to adopt a girl to look after her horrid children. Marilla feels bad for Anne. I think the larger reason is that Marilla simply loves Anne. Anne has brought new energy and meaning to her life. Marilla stipulates that Matthew cannot interfere in her parenting of Anne.
