Why is Snowball's various projects, except the reading and writing classes, were failures?

Snowball and Napoleon were in a constant struggle for power. There is not room in the autocratic power struggle for two personalities. One has to win over the other. Napoleon could not let Snowball's ideas succeed, even at the smallest level. Success would validate Snowball's existence. Ironically it isn't until Snowball is chased of and exiled that Napoleon begins to implement some of Snowball’s plans.
