why is it written as a fable?

why did Orwell write this as a fable/story and not a historical thesis? i understand that one of the reasons is so it could aply to more than just the Russian Communism but it would be helpful to know of another time when something like this happened. Thanks :)

when russia was communist, you could not say bad things about it, or tell the truth about the corrupt government. Stalin, the leader, had secret police all over the would that would hunt people down and kill them. because of that, orwell had a hard time even getting it published.
