Why did Napoleon inhabit an apartment in the house that was separate from the other pigs and eat his meals alone, while attended by two dogs?

Napoleon has set himself up as ultimate ruler above even other pigs. His dogs have become his "secret service" trained to protect him and carry out his "dirty" work. Napoleon feels he must be seen as a higher being full of mystery and fear.
