napoleon takes jessie's and bluebells pups, totalitarian governments generally believe in isolating the young from their parents in order to "educate" them.

The puppies were taken from their mother, isolated, and only cared for by Napoleon in order to insure that they would be loyal to no one but him. As defenders, they would do anything for him because he was the only one who cared for them; they would kill for him. The only allegiance they felt to anyone was to Napoleon. They served his purpose well.
