Squealer often used euphemisms to convince the animals of the merit to ridiculous policies. Consider when the Napoleon decides to cut rations,

"Once again all rations were reduced, except those of the pigs and the dogs... For the time being, certainly, it had been found necessary to make a readjustment of rations. "

Squealer often used words like "reduction" or "adjustment" to justify starving the animals.
