He might have went to somewhere else .
Maybe another farm .
Or ... dead ...

I read in the book that he ran into a the bushes so he might still be in the bushes.
The other animals believ that snowball is working on the neighboring farms and that he was in conspirecory with them the whole time. Others say that he is with Jones and was his spy from the beginning.
