Napoleon knew that education empowered animals so he decided to only educate certain animals like pigs, of course. As pigs became more intelligent and manipulative other animals became more submissive and ignorant thus easier to control.

Oh, I should add that in any self respecting totalitarian state combines education with propaganda. This is why he would take puppies early in their life and basically dog brain-wash them to be his secret police by the time they are old enough.
