I think that Orwell's remarks have with human nature combined with the inherent flaws of a communist or ultra-socialist government. Old Major's dream of an animal utopia was not such a bad thing. Power corrupts even with the best intentions. The result's are devastating. Absolute power corrupts absolutely. Napoleon's taste of power turns him into the autocratic tyrant that we saw in Stalin. Orwell's point is that a socialist utopia can't exist simply because human nature prohibits it.
