This depends on where you are referring to in the novel. Initially the animals felt Napoleon gave them freedom under strong leadership. Squealer, Napoleon's PR (public relations) pig, kept a constant stream of propaganda and misinformation going. The animals certainly were not free, but they only felt free. I think this changes as the novel goes on.
