Snowball has a vision of the farm that is closer to Old Major's original goals. Although he seemed to favour pigs, he wanted to make things better for all the animals. He wanted the windmill, for example, to make life easier rather than use it as a political tool to gain advantage. Napoleon just wanted power at any cost. His rhetoric was similar to dictators of our past like Stalin and Hitler. Napoleon's only goal was to secure the farm for his own prosperity. This included dealings with humans and executions of animals who did not fully comply and agree with him.
