Boxer is innately a follower who wants to do hard work and has a desire to please. He is trusting so he believes whatever Napoleon says. The sheep, as representative of the mindless masses, begin a chant for example and before the meeting has gone on for a minute or two, all sheep have joined in. "Four legs good, two legs bad" while not in force for a very long time, shows just how easily the sheep can be led in a particular direction.
