There can be a few reasons Orwell used animals in this story. I think the biggest reason is that the novel is an allegory, almost a fable. The animals personify human qualities that we can observe through history. Many people feel it is an allegory to Stalinist Russia. I think that the fable-like qualities make the animals more human than human. That is why this book still resonates.
