Yes it does. Much like Shakespeare's Macbeth, Napoleon gets a taste of power and can't let go. As he becomes a dictator , he is able to do whatever he wants. Once the Napoleon and pigs gain control of the animals, they, like Jones, discover how useful violence and terror can be. They use this knowledge to their full advantage. The foremost example of violence and terror in the novel is the pattern of public executions.
