Napoleon has the "rules" of Animal Farm change whenever he wants to; he tells the animals that they have just forgotten what the rules are. He has them think they have memory lapses. He also keeps telling them lies about the way the farm was before so that he can keep them working under more and more repressive conditions. Every lie is planned to enhance Napoleon's power and keep the animals in submission.
