How and why do the possibilities for political participation differ among different
animal groups?

This depends on what animals have to gain and lose. Some animals are content doing what they always do and some animals, like the pigs, want to control the farm's agenda. This is certainly an allusion to our own democratic systems. Frequently the people that would benefit most from voting simply do not vote.
