comparing the new president to the old

Can you Compare this story like it is the new president taking over the duties from the last one ? .. and if you do compare this story to Current Times .. is the New President the head of the animals that took over ? And then, would that mean that the new president is going to be just as bad , or worse , than the old president. I have no idea hahah geez ...
