We never really find out who the Inspector was, many believe he was an angel seeking justice for a girl who died too young, others say he was simply a supernatural being. I would assume readers' religious beliefs have a lot to do with their assumptions.
The Inspector acts as Priestley's mouthpiece, conveying his opinions and politcal views to 'convert' the Birlings.
His name 'Goole' further acts as proof of his imagined existence. 'Goole' is very similar to 'ghoul', as ghost, while 'inspector' almost contains the word 'spectre', meaning spirit.
