Joe Keller is speaking about his partner, Mr. Deever (Anne's father). In essence, he is defending Deever, citing that he may have made a poor decision, but the decision made him a fool.... not a killer. Although, we are unaware of it at this point, Joe may as well be talking about himself.... and maybe he is.
