How is Zachary similar to other members of the Judenrat?

The only way I can think of that Zachary was anything like the Judenrat was his attempts to surveil and assist in the community. He didn't stand in judgment, but he did believe that the Judenrat was formed to help the Jews living in the ghettos, just as he helped others. This belief, however, was destroyed when the Judenrat did not listen to his pleas for resistance. He later joined the resistance and was killed.
