What does Randy learn from the president's radio broadcast report? How does that impact him?

The Acting President's radio broadcasts informs Randy that all of Florida and Omaha have been declared as Contamination Zones. She also orders that nothing be moved from these zones, particularly things that have been poisoned by radiation. From this report, Randy also learns that the Acting President has authorized Reserve and National Guard officers' action under her order of martial law. This effects Randy directly and confirms that his action with Porky Logan's burial is legal
