How does Williams characterize the area of New Orleans? How does he establish New Orleans other than through the scenery itself?

Williams characterizes New Orleans as a bustling city, filled with people. It's warm, people congregate outside of their homes to both socialize and cool off. The aire is filled with the river breeze, and the scent of bananas and coffee in the air. Music plays, and in this town, no matter where you live.... you're always just around the corner.

As far as establishing the city, yes, Williams uses the scenery.... he also uses the senses..... the senses of sight, sound, touch, and smell to bring the city alive.
