Why would Mama show how Walter is a victim of the World’s cruelty and almost justifies his action even though he crushed their dreams due to his selfishness?

Would that question be for character devolpment or conflict?

I think Mama is frustrated to no end by Walter, but she understands him. She understands that young black males have no power and feel emasculated under a world ruled by white males. Mama understands how owning a liquor store might appeal to Walter even though it is a terrible idea. Walter feels crushed under the weight of impotence and failure: he is desperate for some type of validation; Mama gets this.
