Is there any indication in Mr. Linda's introduction of himself on p.114 that foreteils something bad is going to happen? If so, what?

Mr. Linder introduces himself as representing the welcoming committee for people moving into the neighbourhood. Blacks are never welcomed into a white neighbourhood. Mr. Linder is not there to welcome them.
