The first big reason was that Herbert Hoover (his predecessor)'s laissez-faire attitude towards business had proven to be ineffective. Though Hoover changed his tune in the last couple years of his time, it was too late and the public thought he wasn't in touch with the public suffering. Roosevelt promised a different attitude of how government could help people, and so was a strong choice.
