why do Swift refuse to consider young boys as a replacement for venison?

is it they are required for breeding stock?

is it their meat would be too expensive.

is it they are needed as labor

I don't think that any of these answers really get at the point here:

"[schoolboys']flesh was generally tough and lean, like that of our schoolboys by continual exercise, and their taste disagreeable; and to fatten them would not answer the charge."
