Which version of the text are you using in your studies? In my copy, these lines directly address the population of Ireland and its birthrate.

Instead of parents having to stress from trying to provide for their child, a solution would be to nourish them til the age one and then use them for food and clothing. My impression is that it is a sick and twisted idea.
