Absolutely it makes sense, even though it is not a "modest" proposal at all. He suggests that "the poor would have something of value" in that they could seel these children so they would no longer be poor. It suggests that there would be more money in circulation which is good for the overall economy. It suggests that parents would then not have to support their children which would make the poor less poor. It would increase the number of customers who would patronize taverns since that is where the especially delicious meat would be served. These arguments, which are 4 of the six he give, are the ones that focus on economics specificall.
