What are Swift’s actual solutions for the problems faced by the Irish?

Any actual solutions are not relevant to this argument. He wanted the people to pay attention to the problems that existed and to make sure that the problems are resolved. One would hope that the politicians and the ruling monarchs would understand that the "Irish problem" and that the history of animosity between the Protestants and the Catholics (which actually went back to the time of Queens Mary and Elizabeth I) needed to be brought to some kind of reconciliation.
