what old city recreates the town like in the scrooge movie for christmas

I heard that there is a city in some town that the whole city looks like, and people dress in the era like in the little town in the scrooge movie.. i think they just do it for a week or two just before x-mas.. anyone know where i can visit a city that celebrates this in that fashion? thanks..

I really don't know of a town that becomes Victorian era Dickens for Christmas after a movie. This isn't the type of question we usually deal with.
