Could Fezziwig be considered a character foil to Scrooge?

I think to the extent of how Fezziwig handled his money and treated his employees. Fezziwig spent money on the well being of his employees. He valued social connection over strictly profits. Scrooge was the opposite. In that way we can consider them foils to each other.
