Why was London bombed 20-30 times a week

We are asked to believe that London was being bombed because Eurasia was at war with whatever side they are fighting. In reality it is the state that is bombing its own population to keep the people in a state of perpetual war. Being at war, or the idea of being at war, helps the Party keep control the population.
