why is there a constant state of war in this noval?

I don't understand what they mean by constant state of war.

This has to do with the slogan "War is Peace". The party believes that if the people think there is a constant state of war, they are more likely to be patriotic to the party and BB. When at war, people are thought to band together with a government for a common cause. Also people are more willing to do without and make sacrifices.
