Why does the Inner Party in 1984 write Goldstein's book?
The inner party needs an enemy, they also need an ideology to go along with this enemy. Goldstein keeps the hate of the people alive. Goldstein probably isn't alive or real but the Party needs him to further their own agenda.
The whole point of the book is to catch people who hate the Party.
