Why are political criminals tortured and brutalized instead of just being killed?

Not all political prisoners are killed. Sometimes they are tortured. Politicals are brutalized simply for power. That is ultimately what the party is interested in. Sometimes politicals are put back into society to incriminate others and then they are put to death.
