Goldsein's book is pretty detailed. The mass proliferation of arms is not fuelled by economics, in 1984, rather than ideological principles. Weapons of various forms exist to validate the perpetual state of war that Oceania is in. The outer party, and Proles to a lesser extent, facilitate this "war" with a greater war machine that is ever modernizing to keep up with the evolving atrocities perceived in war. The ideology and military industrialism feed each other.
