What are the benefits of war and how is it used to control the population of Oceania?

Oceania seems to be in a constant state of war against one enemy or another.

The ultimate benefit of war is its power to keep Oceania's citizens in a perpetual state of fear, which allows the Party to keep control of the population. War itself eliminates lives and decreases the population. Hence, population control.
