Orwell writes, "The work was overwhelming... because the processes that it involved could not be called by their true names." To what work does this quotation refer? What might the "true names" be?

I believe the quotation is directly related to the records department's revision of history. The "true names" of their actions would include deceit, manipulation, revision and alteration; these are words for what you would call the processes of the records departments employees.
