I think this is actually in Part 1 chapter 4. An excited voice floats over the loud speaker declaring that the Ministry of Plenty will increase the chocolate rations. Winston knows that the increase in the chocolate ration to twenty grams was actually a reduction from the day before. Still people seem clueless to this and welcome the news.
